What is one health security?

Governing Biological Risk in an Interconnected World

Introduction

For much of modern history, health security has been understood primarily through the lens of human medicine. Diseases were identified, treated and contained within healthcare systems, while animal health, environmental management and public policy remained largely separate disciplines. This compartmentalised approach delivered remarkable advances in medicine, yet it has proven increasingly inadequate in an era defined by interconnected biological risk.

The twenty-first century has demonstrated that emerging infectious diseases cannot be understood solely as medical problems. They are ecological events, economic shocks, political crises, technological challenges and governance failures occurring simultaneously. A pathogen may emerge within wildlife, spread through agricultural systems, cross into human populations, disrupt global supply chains, reshape international relations and undermine public confidence in institutions—all before the first vaccine is developed.

One Health recognised that human, animal and environmental health are fundamentally interconnected. This insight transformed scientific thinking and fostered unprecedented collaboration between medicine, veterinary science and environmental research.

However, recognising interconnectedness is no longer sufficient.

The challenge facing governments today is not simply understanding these connections, but governing them.

This is the central proposition of One Health Security.

From One Health to One Health Security

One Health has become one of the defining frameworks of contemporary public health. It acknowledges that the health of people is inseparable from the health of animals and the ecosystems they share.

Its achievements have been significant.

It has improved surveillance of zoonotic disease, strengthened collaboration between medical and veterinary professionals and broadened understanding of environmental determinants of health.

Yet One Health remains principally a scientific and public health framework.

It explains biological relationships.

It does not fully explain how biological events become national security issues, economic crises, legal challenges or failures of governance.

Pandemics do not become disasters because pathogens exist.

They become disasters because societies are unprepared to govern the consequences.

COVID-19 illustrated this reality with remarkable clarity. The virus itself represented only one component of the crisis. Supply chains collapsed. Political systems became polarised. International law struggled to respond. Critical infrastructure came under strain. Public trust fractured. Information systems became battlegrounds.

These cascading failures cannot be understood through epidemiology alone.

They require a broader framework.

Biological Risk Has Become Systemic Risk

Modern societies are increasingly interconnected.

Global transport networks move people and pathogens within hours.

Agricultural systems connect wildlife, livestock and international markets.

Climate change alters vector distributions and ecological relationships.

Urbanisation increases opportunities for pathogen emergence.

Artificial intelligence accelerates biological research while simultaneously introducing new security concerns.

These developments have transformed biological events into systemic risks.

Consequently, governance itself becomes fragmented precisely when coordination is most needed.

Defining One Health Security

One Health Security is the governance of interconnected biological risk.

It extends the scientific principles of One Health into the domains of policy, law, regulation, security, economics and technological infrastructure.

Its objective is not merely to prevent disease.

Its objective is to build resilient societies capable of anticipating, understanding and governing biological risk before crises emerge.

One Health Security therefore asks different questions.

Rather than asking:

“How do we control this disease?”

it asks:

“How do we govern the systems that allowed this biological threat to emerge, spread and generate cascading societal consequences?”

The Five Foundations of One Health Security

1. Systems Thinking

Biological threats exist within complex adaptive systems.

Human health, veterinary medicine, ecology, agriculture, economics, technology and governance cannot be managed independently.

Policies must therefore consider the interactions between these systems rather than individual components.

2. Prevention Before Response

Preparedness begins long before an outbreak.

Investment in surveillance, laboratory capability, environmental monitoring and governance capacity provides greater resilience than emergency intervention alone.

Security is built before crises occur.

3. Data as Critical Infrastructure

Reliable biological data has become a strategic asset.

Genomic information, surveillance systems, laboratory records and epidemiological intelligence underpin modern decision-making.

Their integrity, provenance and accessibility are essential components of national resilience.

4. Governance Across Boundaries

Biological threats ignore institutional boundaries.

Effective governance therefore requires cooperation across ministries, scientific disciplines, regulatory agencies, industry and international organisations.

Coordination is not an optional enhancement.

It is the operating model.

5. Resilience Over Prediction

Not every biological event can be predicted.

Every society, however, can become more resilient.

Resilient systems detect earlier, communicate clearly, adapt rapidly and recover more effectively.

A New Discipline

One Health Security is not intended to replace existing fields.

It complements epidemiology, veterinary medicine, ecology, public health, intelligence analysis, international law and biosecurity.

Its contribution lies in integrating these disciplines into a coherent framework for governing biological risk.

As biological technologies continue to advance, the distinction between health policy, national security, environmental stewardship and technological governance will become increasingly artificial.

The institutions capable of managing this convergence will define the resilience of future societies.

Looking Forward

The biological challenges of the coming decades will not be solved by medicine alone.

Nor will they be solved by environmental policy, veterinary science or security planning in isolation.

They require a new way of thinking—one that recognises biological risk as a systemic challenge demanding systemic governance.

One Health Security represents that next step.

It is not simply an extension of One Health.

It is a framework for governing the biological realities of the twenty-first century.

The question is no longer whether our health is interconnected.

The question is whether our institutions are prepared to govern that interconnectedness.
