Pathogens ignore borders; institutions do not. How Europe — and a post-Brexit UK — can keep information and capacity moving faster than disease.
Europe manages several serious animal and human diseases at once, across many separate national systems. A pathogen, a midge or a migrating bird does not recognise where one jurisdiction ends and the next begins — so the real test of preparedness is whether information and response capacity can cross institutional boundaries as fast as biology crosses geographical ones.
This pathway works outward from the shared veterinary system, through the particular position of the post-Brexit United Kingdom, to the legal architecture and live outbreaks that show where cross-border coordination succeeds or stalls.
